We do color seps and halftones in photoshop, no plugins needed. Once you know how to properly separate art in photoshop a rip really isnt necessary, though it will save you time for certain jobs. I use a battered old Epson 4000 so I can't speak about the 1430 specifically. I don't use accurip (tried it and passed on the price) but before I print I make sure to convert the black to a super-rich black (100/100/100/100, whether it actually prints that way I don't know) and in the print settings ensure the driver is set to the highest quality. It's quite certainly overkill, but I get accurip-quality results from it and halftones turn out great. I plan on DIY-ing the printer into all-black cartridges eventually.
